I think you should set that vicario or mybe even Consiglierie can /invite becose in lot factions don or RH is not online when someone needs to be invited......

Dons and godfather are leading the family, althought invite is needed! No can do. Plus then even workers could invite.

I rather suggest for removal of Vicario, and as a Cinsigliere got nothing to do with 'hiring' new members ICly, they should not have /invite. If it's a member, a Capo could make him in ICly, if he knows that the RH / Don allowes him. Then he will RP as a member, untill he get the /invite.
